Quality management system

To ensure the successful operation of the Center of Electromagnetic Compatibility, the QMS was developed, documented, implemented and maintained in working order in accordance with the requirements of the international standard ISO 9001. In May 2007, the quality management system of SUE CEMC was certified in accordance with the requirements of MS ISO 9001:2000.

In 2010 and 2013, the Foreign Enterprise "SGS Tashkent Ltd", and in 2016, the certification body "CERT International" conducted re-certification audits of the quality management system, which confirmed the compliance of the Quality Management System of SUE CEMC with the requirements of the international standard ISO 9001.

Also, in order to expand the existing quality management system in accordance with the requirements of MS ISO 9001 in regional branches, this system was implemented and certified in 2009 at the SEMC of the Samarkand region, in 2010 - at the SEMC of the Republic of Karakalpakstan, in 2011 - at the SEMC of Fergana, Jizzakh and Syrdarya regions, in 2012 - in SEMC of Andijan, Namangan and Khorezm regions, and in 2013 - in SEMC of Bukhara, Kashkadarya, Navoi and Surkhandarya regions.

One of the tasks for the further development of the QMS is the continuous improvement of the QMS in all departments of the State Unitary Enterprise CEMC. In 2016, preparations began for the transition of the QMS to the new version of MS ISO 9001:2015.

Due to the need to introduce a new version of the international standard ISO 9001:2015 into the functioning Quality Management System (QMS) of SUE CEMC, implemented on the basis of ISO 9001:2008 and successfully pass re-certification according to the new version, the Quality Management Service carried out the following work to achieving the above goal.

In the first quarter of 2017, the existing QMS documentation and processes were revised taking into account the requirements of ISO 9001:2015. The activity of the enterprise is considered from the point of view of "risk management": to identify positive or negative factors affecting the stability of the enterprise, and measures have been developed to reduce the impact of negative factors.

In the period of May 17-18, 2017, the first supervisory audit was carried out at SUE CEMC by the certification body CERT International. The audit was conducted by a team of auditors headed by the Chief Auditor - Kudyakov Ilyas Ildarovich in the central office of the State Unitary Enterprise CEMC, as well as in the SEMC of Andijan, Bukhara, Namangan and Fergana regions.

According to the results of the observational audit: SUE CEMC - successfully passed the external audit and was certified according to the ISO 9001:2015 standard.

On May 20-23, 2019, SUE CEMC conducted a re-certification audit by the certification body CERT International according to the international standard ISO 9001:2015 in the Quality Management System (QMS).

The re-certification audit was carried out by the chief auditor Umbetov R. in the central office of the SUE CEMC and auditors Abdusattarova S., Khamdamova M., Ashirmatov A. in the Electromagnetic Compatibility Services of the Syrdarya, Jizzakh and Samarkand regions.

During the specified period, the auditors assessed the compliance and effectiveness of the quality management system at the enterprise with the requirements of the international standard ISO 9001:2015.

1 non-compliance was identified and 8 recommendations were given by the auditors to improve the processes of the central office of the SUE CEMC and the regional SEMC (an action plan was developed to eliminate the identified non-compliance and these recommendations).

On June 17-18, 2021, the second surveillance audit was conducted at SUE CEMC by the certification body CERT International according to the international standard ISO 9001:2015 in the Quality Management System (QMS).

The second observational audit was carried out online in the central office of the SUE CEMC by the chief auditor Mavlyanova N.A. and auditor Sh. Yunusova SEMC of the Republic of Kazakhstan and Khorezm region.

During the specified period, the auditors assessed the compliance and effectiveness of the quality management system at the enterprise with the requirements of the international standard ISO 9001:2015.

The auditors gave 3 recommendations to prevent possible risks of the enterprise's activity.

The auditors highly appreciated the efforts of the company's management to develop the Quality Management System, as well as the high qualification and technical skills of the employees.

According to the results of the second observational audit of SUE CEMC - successfully passed an external audit and was certified according to the ISO 9001:2015 standard.

On June 1-2, 2022, SUE CEMC conducted a re-certification audit by the certification body CERT International according to the international standard ISO 9001:2015 in the Quality Management System.

The re-certification audit was carried out by the chief auditor Sh. Yunusov in the central office of the SUE CEMC and by auditors R. Aliyeva, A. Biryukov and N. Mamadzhanova in the Electromagnetic Compatibility Services of Andijan, Namangan and Fergana regions. During the specified period, the auditors assessed the compliance and effectiveness of the quality management system at the enterprise with the requirements of the international standard ISO 9001:2015.

The auditors gave 4 recommendations for improving the processes of the central office of the SUE CEMC and regional SEMC.

The auditors highly appreciated the efforts of the company's management to develop the Quality Management System, as well as the high qualification and technical skills of the employees.

They also emphasized that the necessary technical measuring instruments, software and infrastructure are constantly updated in the company's work.

According to the results of the re-certification audit of the SUE CEMC - successfully passed the audit and was certified according to the ISO 9001:2015 standard.

In accordance with the requirements of the international standard ISO 9001:2015, the internal and external factors (context) identified through the SWOT analysis were confirmed, and measures were developed to reduce the impact of the identified risks.

Taking into account the relevance of the quality policy that determines the long-term promising directions of SUE CEMC, the proposals of the central office of SUE CEMC and structural divisions to improve the quality management system are annually analyzed, and the decision of the head on the implementation of targeted proposals is made.

 

In order to automate and simplify the process of searching for documents (Legislative and regulatory documents, QMS documents) and working with them in the divisions and services of the central office of the SUE CEMC, in the Republic of Karakalpakstan and regional divisions of the SEMC, the Portal2 information portal has been introduced.

News and information of the QMS, aimed at increasing the productivity of employees of SUE CEMC in accordance with the requirements of the international standard ISO 9001, are constantly updated in the "Internal Documents" section of the Portal2 information portal, as well as on the company's website.

The policy of the state unitary enterprise Center for Electromagnetic Compatibility in the field of quality has been developed, and in order to ensure the implementation of the promising tasks specified in this policy, quality goals are developed annually and the tasks set for these goals are met within the established time limits.
