The primary goals of the Department fixed and a satellite communication are:

Observance of regulatory-legal documents of Uzbekistan in field of radio-frequency spectrum utilization and maintenance of fixed and satellite EMC and REM communication.
Realization of CEMC technical policy in field of radio-frequency spectrum utilization, maintenance of fixed and satellite electromagnetic compatibility REM communication.
Studying of new technologies in telecommunication field concerning fixed and a satellite REM communication and their introduction in production of the enterprise.
To take part in development works of legal base of radio-frequency spectrum (RFS) utilization.
Organization and conducting the registration of radio-frequency assignments of fixed and satellite REM communication.
To take part in planning of radio-frequency spectrum utilization of fixed and satellite communication.
Coordination of activity of structural divisions services concerning distribution frequencies and registration of fixed and a satellite REM communication.
Account, registration and re-registration of fixed and a satellite communication radio means in diplomatic missions and consulates in Uzbekistan.
Interaction with other departments and structural divisions of CEMC in utilization of fixed and satellite of RFS and REM communication.
To take part in development of normative documents on the basis of CIAUz orders and instructions and SCRF Resolutions.
Organization and work on planning use, purpose and the account of radio frequencies for fixed and satellite REM communication in strips of the radio frequencies allocated by SCRF.
Issuing sanctions on purchase and installation, projecting and construction, operation over the territory of Uzbekistan and import from abroad radio-electronic means of REM fixed and satellite communication. Making examination and preparation of the conclusions under applications of various legal and physical persons of Uzbekistan with the purpose of definition of opportunities and conditions of utilization of REM fixed and satellite radio-frequency spectrum communication.
 

With a view of fulfillment of objectives Department of fixed and satellite communication:

Participates in development of the directive documents regulating the order of frequencies allocation for REM fixed and satellite communication. Considers applications and issues licenses for import, installation (purchase), construction and the right for utilization REM fixed and satellite communication.
Makes analysis of RFS utilization and EMC REM application registration with the help of computer.
Makes researches of existing and future requirement of radio frequencies owners.
With other radio-frequency bodies makes coordination of offered frequency assignments.
Makes a registration of radio-frequency spectrum for effective utilization and allocation of necessary frequency resource to develop fixed and satellite communication in Uzbekistan.
Makes a registration and re-registration of REM fixed and satellite communication of the centralized purpose, irrespective of a departmental accessory (civil purpose) all over the territory of republic, and also the decentralized purpose in Tashkent city and Tashkent region territories. Makes the control over regional structural divisions’ activity within the limits of its competence.
Organizes and fulfills technical study concerning EMC REM fixed and a satellite communication.
Takes part in development of the reporting form of regional structural divisions, forms of sanctions and questionnaires.
Makes consulting services on EMC and REM maintenance fixed and a satellite communication.
Provides necessary assistance to regional structural divisions concerning its activity.
Obtains necessary reports from regional structural divisions, makes the analysis of their activity concerning the registration and EMC REM fixed and satellite communication and represents it to CEMC management. Coordinates use of frequencies and fields (places of accommodation) in established order with other radio-frequency bodies of the republic. Gathers the information on occupancy of radio spectrum fixed and satellite communication, and also the information on activity of some networks and radio stations.
Prepares technical conclusion to CIAUz on opportunity of fixed services and satellite communication radio frequencies utilization that should be licensed.
Makes technical expert appraisal of applications of the ministries, departments, enterprises, organizations and citizens on distribution of frequencies fixed and satellite communication and develops conditions on their use.
Makes technical expert appraisal of Ministry of Foreign Affairs of Uzbekistan applications on of frequencies distribution for diplomatic and consulates and representation equal to them. Makes their registration. Makes an interaction with SCRF within the limits of its competence. Defines necessity of carrying out of the international coordination of declared radio-frequency assignments fixed and satellite communication with adjacent states communication administrations.
Elimination of the revealed discrepancies (correcting actions) during carrying out audits, or the analysis by management.
