Duties

The main tasks and functions of the department:

 

The Department of Mobile Radio Communications (hereinafter referred to as DMRC) in its activities manages the laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, as well as resolutions and orders of the Cabinet of Ministry the Republic of Uzbekistan, regulations, resolutions of the Republican Council for Radio Frequencies (RCRF), separate provisions, as well as system requirements of the international standard ISO 9001 State Unitary Enterprise "CEMC"; Department of maintenance on the basis of documents, subsequent to its activities.

When issuing permits, DMRC considers applications and issues a permit for the purchase and installation or construction, import from abroad, delay of radio electronic means (REM) of mobile radio communications.

DMRC performs the following tasks:

- Preparation of expertise and determination of options for applying restrictions and conditions for the use of the radio frequency spectrum of REM in mobile radio communications and the selection of various legal entities and individuals of the Republic of Uzbekistan.

- Participation, as necessary, in the work and studies of commissions, seminars, conferences held within the framework of the ITU and the RCC, as well as participation in organizing events of the Republican Council for Radio Frequencies.

- Organization and performance of work on planning, reviewing and accounting for the use of radio frequencies for mobile radio communications in the radio frequency bands allocated by the RCRF.

- Issuance of permits for the acquisition (issuance) and installation, construction, delivery and import of radio electronic equipment from abroad on the territory of the Republic of Uzbekistan.

- Organization and maintenance of the assignment of radio frequency ratings of REM of mobile radio communications.

- The study of new technologies and communication devices in the field of telecommunications used with mobile radio communications of REM, as well as their implementation in the production process of the enterprise.

- Accounting, registration and re-registration of identified radio communication REM and consular missions in Uzbekistan.

- Organization of interaction between DMRC and territorial EMC services, structural subdivisions and other radio-frequency cholesterols.

- Development of regulatory documents in accordance with the requirements, orders of the Ministry of digital technologies of the Republic of Uzbekistan, SUE "CEMS" and decisions of the RCRF.

- Opposition and prevention of corruption in their activities.

 

Department of mobile radio communications provides the following services:

- Selection of the required radio spectrum users (individuals and legal entities) and issuance of permits for the acquisition and installation or construction, import from abroad, the dependence of radio electronic equipment on the dependence on the following operating ranges:

- at SW radio stations within 3-30 MHz (throughout the territory of the Republic of Uzbekistan);

- at USW radio stations in the range of 33.0-48.5 MHz, 57.025-57.500 MHz (Tashkent and Tashkent region);

- at USW radio stations within 150-174 MHz, 300-344 MHz, 390-470 MHz (throughout the territory of the Republic of Uzbekistan);

- at base stations (repeaters) of mobile communication in networks 450; 700; 800; 900; 1800; 2100; 2600; 3500-3800 MHz (throughout the territory of the Republic of Uzbekistan).

- Issues expert observations in accordance with Appendix 4 to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 22, 2020 No. 801 to the Regulation “On the procedure for importing radio electronic equipment and high-frequency equipment through the customs transfer of the Republic of Uzbekistan”;

- Helps to fulfill applications when installing radio interference on radio receivers;

- Gives a view of the statistics of radio stations in the range of 26 965-27 860 MHz;

- Issues availability of REM, which must be registered with the State Unitary Enterprise CEMC;

- Issues recommendations on the preparation of technical solutions on the possibilities of using radio frequencies in REM in order to reflect radiation;

- Considered applications for registration of permits in consular missions (appeal through the Ministry of Foreign Affairs of the Republic of Uzbekistan).
