From March 23 to 27, 2026, the city of Shymkent, Republic of Kazakhstan, is hosting the 29th meeting of the RCC Commission on the Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits (RCC Commission on RFS and SO), as well as meetings of its working groups on preparation for the World Radiocommunication Conference and the Radiocommunication Assembly 2027 (WG WRC-27/RA-27), on radio frequency spectrum management (WG RFS), and on broadcasting (WG BS).
More than 80 representatives of the communications administrations of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan, as well as representatives of the RCC Executive Committee, are taking part in the meeting.

The event opened with a plenary session of the Commission, followed by a high-level panel session dedicated to the development of advanced space communication technologies and their convergence with mobile networks.
The plenary session was opened by the Chairman of the Commission, Valery Butenko. Welcoming remarks were delivered by representatives of the Communications Administration of the Republic of Kazakhstan, Alexey Borodin, Director General of the RCC Executive Committee, and Mario Maniewicz, Director of the Radiocommunication Bureau of the International Telecommunication Union (ITU), who addressed participants via video message. In their speeches, they emphasized the particular importance of developing regional cooperation amid the rapid transformation of radio technologies, as well as the need to protect the interests of RCC member states at the international level.
A key topic was the preparation for the World Radiocommunication Conference and the Radiocommunication Assembly 2027 (WRC-27/RA-27). During the plenary session, a number of priority issues were considered. In terms of ensuring continuity of the Commission’s activities, Valery Butenko presented a report on the outcomes of the 28th meeting and outlined the main objectives of the current meeting.
Within the framework of international coordination, representatives of regional telecommunications organizations informed participants about the progress of preparations for WRC-27, which made it possible to compare approaches, identify common interests, and outline areas for further cooperation. Special attention was given to the participation of communications administrations in the activities of the ITU Radiocommunication Sector (ITU-R): the results of the work of study groups and working parties, as well as the outcomes of the first interregional information session on WRC-27, were reviewed.
In addition, participants considered agenda items of the Radio Regulations Board and the Radiocommunication Advisory Group, whose decisions have a direct impact on the development of satellite and terrestrial communication systems in the region.
Following the meeting, a high level of coordination among RCC member states was confirmed. The adopted decisions and agreed proposals will be used in forming a common position of communications administrations for presentation at upcoming international events.
From the Republic of Uzbekistan, specialists from the Ministry of Digital Technologies, the State Unitary Enterprise “CEMC,” and LLC “UNICON.UZ” are participating in the event.
