Today in our country much attention is paid to the timely and high-quality consideration of requests from legal entities and individuals. Based on the requirements of the current legislation, state bodies, organizations, as well as their officials, when considering appeals, are obliged to comply with the requirements of the Constitution and laws of the Republic of Uzbekistan, take measures for their full and objective consideration, take measures within the limits of their powers to ensure the restoration of violated rights, freedoms and protection of the legitimate interests of individuals and legal entities.
As is known, the task of implementing state control over compliance with the requirements of legislative acts, regulations and state standards in the field of communications, information and telecommunication technologies is entrusted to the Uzkomnazorat inspection under the Ministry of Digital Technologies of the Republic of Uzbekistan. Despite the fact that in recent years the situation with mobile communications coverage in the country has been changing in a positive direction, the Uzkomnazorat inspection continues to receive complaints from individuals regarding the quality of the mobile communications services provided. In turn, depending on the content of the complaints received, the Uzkomnazorat inspection may send an appeal to the State Unitary Enterprise “CEMC” or regional SEMC to provide practical assistance in measuring mobile communications coverage.
For example, during 2016-2023. A total of 284 requests were received from the territorial sector of the Syrdarya regional inspection “Uzkomnazorat” to SEMC of the Syrdarya region for measuring mobile communications coverage.
In order to timely consider all received requests by SEMC employees of the Syrdarya region on the basis of the State Standard of the Republic of Uzbekistan O‘zDSt 3207:2023 “Telecommunications Networks. Standards and methods for assessing the quality of services of mobile communication networks”, appropriate technical measurements were carried out, the results of which were duly submitted to the territorial sector of the Syrdarya regional inspection “Uzkomnazorat”.
