Study Hour

On January 18 of this year, another hour of legal training was conducted through the ZOOM” platform for employees of the central office of the State Unitary Enterprise “Center for Electromagnetic Compatibility”, Electromagnetic Compatibility Services of the Republic of Karakalpakstan and regions.

At this training hour, the leading engineer of the Department of Transport and Logistics M.Kh. Zhuraev explained the essence of the Resolution of the Uzbek Agency of Road and River Transport, the Ministry of Health of the Republic of Uzbekistan, the Ministry of Internal Affairs of the Republic of Uzbekistan No. 22 dated January 17, 2014 “On approval of the regulations on the procedure for organizing pre-trip technical inspection of vehicles and medical examination of drivers transporting passengers, luggage and cargo.”

 

In accordance with this Regulation, motor vehicles are cars, trailers and
semi-trailers intended for transporting passengers, luggage, cargo and performing special work; carrier - the owner of a vehicle on the basis of property or other proprietary rights, providing services for the transportation of passengers, luggage, cargo on a commercial basis and having a special permit (license) for this by a legal entity or individual.

 

Also, cargo carriers who are individuals, before leaving for the route, must check the vehicle for technical serviceability, cleanliness and full equipment, and must not drive the vehicle in a state of any intoxication (alcohol, drugs, etc.), under the influence drugs that depress sensitivity and attention, in a state of tiredness and fatigue, threatening road safety;

 

the carrier's obligation to provide a technical inspection of vehicles by a mechanic before leaving for the route, as well as a medical examination of drivers before leaving for the route;

a ban on the transportation of passengers, luggage and cargo without carrying out a technical inspection of vehicles and a medical examination of drivers before leaving for the route;

a ban on the transportation of passengers, luggage and cargo to vehicles found to be faulty based on the results of a technical inspection before leaving for the route, for drivers who are not allowed to drive vehicles based on the results of a medical examination;

the organization of technical inspection of vehicles and medical examination of drivers before leaving for the route must be carried out by the carrier, and technical inspection of vehicles before leaving for the route must be carried out at control and technical points (CTP) owned by the carrier on the basis of property or other proprietary rights, 

It is clarified that before leaving on the route, the CTP must be equipped with equipment that allows for technical inspection of the vehicle, and other requirements are also specified.
